Albuquerque Implements Groundbreaking Cannabis-Funded Income Initiative
In an unprecedented move, Albuquerque, New Mexico, has officially launched a pilot program aimed at addressing economic disparities using cannabis tax revenue. Beginning in May 2025, this innovative initiative follows the approval of the Cannabis Equity & Community Reinvestment resolution, initially voted on in 2023. With a budget of $4.02 million, $2 million is specifically allocated from the city’s Cannabis Tax Revenue to fund a Guaranteed Income Initiative. This program aims to foster economic stability and counteract historical inequities by distributing funds to those positively building their futures.
Targeting Economic Disparities
The primary objective of Albuquerque’s program is to reduce the wealth gap in two districts: the West Side and International District. These areas were specifically chosen due to high rates of chronic absenteeism and poor academic performance in local schools. The initiative targets low-income households, providing 80 qualifying families with $750 monthly for three years. This significant financial support is designed to empower communities disproportionately affected by socio-economic challenges.
Mayor Tim Keller emphasized the city’s commitment to justice and the economic empowerment of its residents, stating, “This program puts money where it’s needed most, into the hands of struggling families working to build a better future.” The city, through these efforts, aims to offer tangible results rather than mere intentions.
Empowering Community Solutions
The program is managed by Albuquerque’s Office of Equity Inclusion (OEI). OEI Director Sonya Lara highlighted the transformative potential of guaranteed income programs, noting their success in various locations nationwide. The initiative’s scope extends particularly to individuals impacted by historic cannabis criminalization, focusing on marginalized groups, including people of color, women, and young adults.
Councilor Klarissa J. Peña stresses the importance of outcome-driven strategies, asserting that the investment must directly benefit communities historically penalized by punitive drug laws. The initiative signifies a growing recognition of cannabis industry revenues as a tool for social equity.
A National First in Cannabis Revenue Utilization
Albuquerque’s program is a pioneering model, marking the first instances where government funds, particularly derived from cannabis taxation, are used for such socio-economic initiatives. This move sets a precedent for governmental roles in alleviating poverty through innovative funding channels. District 6 Councilor Nichole Rogers expressed joy at using government resources to launch this program, indicating a shift from reliance on philanthropic funding alone.
An additional component of the initiative involves financial counseling provided by the Office of Financial Empowerment (OFE). Counselors will equip participants with skills and strategies for maintaining stability beyond the program’s duration, ensuring long-term benefits and economic resilience.
