White Earth Nation Makes Historic Move with First Off-Reservation Cannabis Dispensary
On May 23, 2025, a groundbreaking event unfolded in Moorhead, Minnesota, with the inauguration of White Earth Nation’s first recreational cannabis dispensary located beyond Tribal lands. Breaking New Ground in Minnesota’s Cannabis Arena
Following Minnesota’s cannabis legalization in 2023, White Earth Nation quickly capitalized on the opportunity by unveiling Waabigwan Mashkiki in August of the same year, positioning itself among the state’s pioneering legal sellers of adult-use cannabis. Enabled by an agreement with Minnesota’s state authorities, White Earth Nation is now authorized to establish up to eight dispensaries outside their Tribal lands, as per the Minnesota Office of Cannabis Management.
Innovative Strategy for Cannabis Education and Acceptance
White Earth Nation is steadfast in its mission to foster cannabis education, aiming to dismantle outdated stigmas associated with its use. “This is a great product. It’s a safe product, and more people should be using it,” Wilson stated, highlighting the tribe’s commitment to shifting public perception. The dispensary’s debut offerings included smokeable flower and cannabis-infused drinks, with plans to expand into vape cartridge concentrates and gummies soon.
Vertical Integration and Strategic Expansion
Waabigwan Mashkiki is distinguished by its comprehensive vertical integration, from cultivation to sale, ensuring control over quality and consistency across all offerings. “Everything we manufacture we grow,” Wilson elaborated, emphasizing the seed-to-sale model, although beverages remain the exception.
The decision to locate the first dispensary in Moorhead was strategic, thanks to its proximity to the reservation and a consumer base expressing the need for closer access. A new location in St. Cloud is slated to open next month, signaling continued expansion and increased accessibility for Minnesotans seeking quality cannabis products.
